The project will go up on this website over the next few months.  It includes a literature review of motivations for private giving and policy incentives for private solutions, with an emphasis on incentives that do not cost taxpayer dollars, and a 50 state inventory of policies that either remove barriers or create incentives to the use of private resources for sustainable senior transportation.  We will select model legislation in all key areas, and we will build and maintain a website that is searchable.  I will also write a policy analysis discussing the entire subject.  Legislators in states where such policies have already been passed have agreed to be interviewed, and we will include their insights in the analysis.  Last, a national advisory panel has agreed to review all results from this effort.
